Students rely on this heavy-emission system simply because there is no low-cost, zero-emission public alternative—like Seoul's public bike system "Ttareungi"—available within the campus ecosystem.
3. Plan (환경문제의 해결책)
The Smart-Tag Shared Bicycle Network (The Campus "Ttareungi" Model) We propose replacing e-scooters with a zero-emission, battery-free public bicycle infrastructure tailored for campuses. To ensure accountability and prevent loss without building expensive docking stations, every bicycle will be embedded with a low-power Smart Tag (Bluetooth/IoT tracker). Students can unlock the bikes instantly using their university student ID smart-cards, creating a self-sustaining, zero-emission transit loop.
4. Execute (해결책 실천 및 실행 방안)
Public-Private University Partnership and Government Eco-Funding Petition We should execute this by submitting a joint policy proposal to the University Administration, Local Government (such as the Pohang City Mobility Bureau), and the Ministry of Environment. We will pitch this as a "Green Campus Mobility Pilot Project" to secure government eco-grants or corporate sponsorships for the initial bicycle fleet. By proving that smart, low-tech solutions (analog bikes + IoT tags) can successfully phase out high-emission e-scooters, we will establish a blueprint for eco-friendly campuses worldwide.

You brought up stuff we actually see all the time—like how quickly the scooters break down, the constant battery swapping, and those maintenance trucks always driving around just to round up dead ones. It made total sense when you pointed out that the real problem is the hidden emissions and lack of better green options. Switching over to battery-free shared bikes using smart tags, kind of like Seoul's Ttareungyi, is a super smart way to tackle that. Using student IDs and smart tags instead of pricey docking stations to handle theft and responsibility is also really practical. Plus, I thought your idea to pitch it together to the university, Pohang City, and the Ministry of Environment to pull off a pilot project with funding and sponsorships was super well thought out.
