It appeared highly likely that a significant number of these students, much like myself initially, were simply unaware that portable water purifier bottles, replaceable filters, and affordable student bike-rental services were readily available in the local area.
2. O (OBSTACLE / Root Cause Analysis)
The root cause is a simple lack of information tailored for newcomers. Students end up wasting money and creating plastic waste not because they want to, but because they have no idea where to purchase water filters or how to sign up for the city's bike-sharing programs.
3. P (PLAN / Target Media & Propagation Strategies)
To solve this, we will plant these eco-friendly tips directly into the students' relocation journey. We will put up bright, eye-catching posters in the common areas of student dorms and distribute a simple "Green Welcome Guide." We will also suggest that universities officially promote these plastic-saving and carbon-reducing tips during the mandatory Welcome Week events for international students.
4. E (EXECUTE / Policy Enactment & Institutional Execution Plan)
Execute systematic change through official government directives and administrative enforcement:

administrative requests to all student housing networks and university
offices.

These directives will legally require dorm managers and school staff to
ensure that essential local living information—which foreign students
might easily miss—is clearly announced and displayed at the start of
every semester.
